How do I choose an SEO agency in Malaysia?
The questions I would ask if I were hiring someone to do this, including the ones that are awkward for me to answer.

The short answer
Ask seven questions: what ships each month in units, how success is measured, what the answer-engine strategy is, who specifically does the work, what the link and citation approach is, what happens if it does not work, and who else in your category they work with. Define your outcome in numbers before the first call. In the Malaysian market, anything under roughly RM2,500 a month cannot fund real work, so either it is not happening or it is being done in a way that creates risk.
I am going to give you the questions I would ask if I were hiring someone to do this, including the ones that are awkward for me to answer.
Work out what you are actually buying first
Half of bad agency relationships start before the agency is chosen, because the buyer never defined the outcome. "More traffic" is not an outcome. "Thirty qualified enquiries a month from organic by month nine" is one, and it changes which agency suits you.
Write down three things before you take a single call: the outcome in numbers, the timeframe you can wait, and the monthly figure you can sustain for that whole timeframe. If you cannot sustain the spend for twelve months, SEO is the wrong channel and you should be buying ads instead.
The seven questions
1. What ships each month, specifically?
Not "content and technical work". How many pages. How many technical fixes. How many outreach placements attempted. If they cannot answer in units, they are selling you access to a retainer rather than a scope of work.
2. How is success measured?
If the answer is rankings, walk. Rankings are an input. The measure should be enquiries or revenue attributed to organic, with rankings reported as supporting context. Ask to see a sample report before you sign.
3. What is your answer-engine strategy?
The 2026 version of this question, and the fastest way to tell whether you are being sold current work or 2019 work at current prices. Listen for specifics: passage-level structure, entity consistency, schema graphs, off-domain citation placement. If you get a vague answer about "AI-optimised content", that means AI is writing the content, which is a completely different thing and often makes visibility worse. The distinction is in what AI SEO actually is.
4. Who does the work?
Ask who specifically. Then ask whether you will ever speak to them. A common structure is that the person who wins the account is not the person who runs it, and you find that out in month two.
5. What is your link and citation approach?
Ask directly whether they use private blog networks or purchased links. Some will tell you. Those carry real penalty risk on the Google side and buy nothing at all on the AI side, which is covered in do backlinks still matter. You want to hear about editorial placement, comparison page inclusion and genuine coverage.
6. What happens if it does not work?
Not asking for a guarantee, because nobody can honestly give one. You are asking what the review points are, what triggers a change of approach, and how you exit. An agency that has thought about this answers immediately.
7. Who else in my category do you work with?
If they work with your direct competitor, that is a genuine conflict regardless of what the contract says. Some firms decline conflicting work outright. Ask whether they do, and ask what their definition of a conflict is.

Nobody can afford to do real work for RM800 a month, so either it is not happening or it is being done in a way that will cost you more to undo than it would have cost to do properly.
Five things that should end the conversation
- A guarantee of specific rankings. Nobody controls the algorithm. This is either ignorance or a plan to rank you for terms nobody searches.
- Refusing to name the deliverables. You cannot audit what was never defined.
- Reporting that is only rankings. You will spend twelve months unable to answer the only question your board will ask.
- No technical audit before the proposal. Anyone quoting without looking at your site is quoting a template.
- Pressure to sign this week. A twelve-month commitment does not have a Friday deadline.
Agency, freelancer or in-house
Agencies give you coverage across specialisms and a layer between you and the work. Freelancers and independent consultants give you direct access to the person thinking about your account, at the cost of bandwidth and a hard ceiling on volume. In-house gives you full control and takes a year to become productive.
For most Malaysian mid-market companies the practical answer is an independent or small specialist for strategy and technical work, with execution capacity added underneath once the direction is settled. Getting the direction wrong at volume is the expensive failure mode.
Whoever you pick, make sure they can explain how they will measure this. If the answer does not include something like the four measures in how to measure AI visibility, you will spend twelve months looking at ranking charts and still not know whether it worked.
